By pairing two equally talented Producers (elemental makers) and Controllers (elemental shapers), the system enjoys prosperity beyond any technological advancement. Once a year, every sixteen-year-old in the system becomes Inscribed to another.
Even if they happen to exhibit no Producing or Controlling talents at all.
